“This exposure draft Bill is at best half-baked. While one can sympathise with its aim, it is hard to believe that anyone has seriously thought through how it would operate in practice and the likely consequences. It also raises a significant risk that the ‘cure’ is worse than the disease – i.e. that the damage to the democratic system of government and Australians generally arising from the restrictions on free speech on digital platforms may be greater than the damage caused by misinformation and disinformation. If it is to proceed, it needs a lot more work to make it acceptable”
